Village of Florida Water Treatment Plant Upgrade Summary
• The Water treatment plant is currently being upgraded with new filters and a silo feed system to incorporate powdered activated carbon (PAC) into the water.
• The PAC will adsorb the dissolved total organic carbon (TOC) which is the constituent in the water that contributes to poor taste and odor, and elevated levels of Disinfection by Products.
• Prior to construction, a pilot study was conducted to demonstrate that PAC will remove the dissolved TOC from the water.
• Currently, one new filter is online, one existing filter is online, and one filter is being replaced making it difficult for the operators to continuously provide consistent water quality while operating one new filter and one existing filter.
• However, the water being provided to the Village is safe for consumption. When the second filter and the PAC silo are both online in the next few months, the Village should see an increase in water quality.
• When the new system is online, the Village should also become compliant with the Disinfection by Product exceedances it has experienced.
• It will take time to become compliant because the levels are measured as part of an annual average meaning that it will require several quarters of compliant lab results to bring the annual average into compliance.
• Although the Disinfection by Products levels still exceed the maximum contaminant level, the levels are trending down and one of the two Disinfection by Products measured was brought into compliance in the past year. This is due to effective management of the water system by the operators.
• When the treatment improvements are complete, the expectation is that the water system will achieve compliance and there will be an increase in water quality. In the meantime, the drinking water is safe for use.
